Our site Oddpodz is built in Joomla. Has anyone used their ad plug in? Or have suggestions for a simple PHP low cost solution to serve up and track our ads.

I don't know if there is a plugin or not, you'll have to search, but OpenX is a great ad server solution that is free:

I've personally been an OpenX (OpenAds, PhpAdsNew) user for over five years.
I love the program, it's free, powerful and not too hard to set up if you just want basic functions. I can't really comment on anything else because I've never needed to look anywhere else.
