Default Framework for waste disposal

The Corporation of Kochi is seeking a legal framework to effectively manage the solid waste generated in the city. The proposals, framed on the lines of the one enacted by the Brihan Mumbai Municipal Corporation, also define how each category of waste should be treated and also the role of various stakeholders including the Corporation in waste management.

The draft proposal recommends a ban on the dumping of any form of waste in public places. The treatment and disposal of any form of waste should be done as per the Municipal Solid Waste Management Rules 2000 or any other relevant law. The segregated collection of bio-degradable waste has been made the responsibility of every household and they will have to pay a fee to the civic body for handling and treating the waste.

Public utility centres like marriage halls, hotels, restaurants, catering units, factories, Kochi flat and other processing units should set up their own waste-treatment facilities. Dumping of waste in places other than areas designated for the purpose and littering of public places will be considered an offence, according to the draft legislation.

The burning of waste in private and public holdings has also been made a punishable offence. The draft legislation has also detailed the responsibilities of the Kochi Corporation. This includes the appointment of staff for waste management, supply of sufficient number of bins for collection of waste, setting up of waste-treatment plants, biogas units, vehicles for collection and transportation of waste and dissemination of all relevant information regarding waste treatment.
